This is a link management platform comparison, not a shortener comparison. Shortening is the one-line feature; management is everything after it: who can edit a link, how links are filed, what the analytics keep, and whether a printed QR code can be repointed. How We Chose

Dub published its own roundup of the category, and it's a good read: five tools, scored 5/5 for Dub, 3/5 for Bitly and Rebrandly, 2.5/5 for Short.io and 1.5/5 for TinyURL (accessed 2026-10-01 at dub.co). Its criteria are free plan, branded links, analytics, developer features and enterprise readiness. What it skips is the daily reality of a team: who can touch which links, where the data lives, and what a second seat costs. Those are our criteria:

Two patterns show up once you line the plans up. First, free plans are almost all single-user, so "free" stops applying the day a second person needs edit rights. Second, the price of team access varies far more than the price of link volume: a shared seat costs anywhere from 32 USD to 99 USD a month among the tools that publish it, and SSO is nearly always a conversation with sales.

The Ranking

The order below reflects how well each tool covers the five criteria for a team, not how big the vendor is. Elido sits first because it clears the governance and residency criteria together; the other six are judged on their public pricing pages.

1. Elido - Best for Teams That Need EU Residency and Control

Elido is the one on this list where governance and residency come in the same box. EU data residency and a signed GDPR DPA are on every plan including the free one, click data stays in the EU region, and the management layer isn't an afterthought: tags and folders are on all three plans, custom roles, SSO and SCIM sit on Business rather than behind an enterprise contract, and the audit log starts at Pro with a one-year window (seven years on Business). That last number matters if a client's security questionnaire asks how long you keep who-changed-what.

The rest of the management surface: custom domains (one on Pro, five on Business, wildcard on Business), editable destinations, bulk import, bio pages, branded QR codes on Pro and up, and API access with SDKs on every plan, even free. Analytics are 90 days on free, one year on Pro, two on Business, with server-side conversion tracking from Pro. Pro starts at EUR 3.50 a month and Business at EUR 70 (accessed 2026-10-01 on our pricing page).

The weak spots are real. The free plan has no custom domain, so a branded link means paying. Business gets you five domains where Rebrandly's Growth plan lists ten and Short.io's free plan lists five. We're younger than Bitly and Rebrandly, so you'll find a thinner pile of third-party tutorials and a smaller integration catalogue. If you only want the biggest free allowance, look at Short.io instead.

Where it fits: EU companies and agencies answering a client's procurement review, teams that want SSO below enterprise pricing, and anyone who needs conversion data tied to links. Start on the free plan and see whether the folder and role model fits how your team files links.

2. Dub - Best for Developers and Partner Programs

Dub is the open-source, API-first option, and its own pricing page has shifted toward partner programs: the Business plan is 90 USD a month with 10,000 new links, 250,000 tracked events, 10 users, 20 folders and three years of analytics retention, while Advanced is 300 USD with 50,000 links, 20 users and 50 folders (accessed 2026-10-01 at dub.co/pricing). Tags are unlimited, A/B testing and deep links are included, and the REST API and webhooks come on every plan.

Third-party reviews describe a free plan with 25 links a month, but I couldn't confirm that on the pricing page, so check before you plan around it. SAML/SSO and audit logs are Enterprise features. 3. Rebrandly - Best for Branded Domains Across Many Brands

Rebrandly treats the custom domain as the unit of work, and its plans scale along that axis: 1 domain free, 2 on Essentials, 3 on Professional, 10 on Growth. Professional (32 USD monthly, 22 USD billed annually) adds conversion tracking and 2 workspaces with teammates; Growth (99 USD, or 69 annually) gives 3,500 links a month and 5 workspaces (accessed 2026-10-01 at rebrandly.com/pricing). The free plan is 10 links and 10 QR codes a month, and every plan lists 50+ app integrations and unlimited clicks.

Enterprise carries SSO (SAML), SCIM provisioning, SOC 2 Type 2 and HIPAA. It's the right call for a marketing organisation with many brands, and our Rebrandly alternatives post covers who outgrows it.

4. Short.io - Best Free Tier and Cheapest Team Seat

Short.io's free plan is the most generous I checked: 1 user, 5 custom domains, 1,000 branded links and 50,000 tracked clicks a month. Hobby is 5 USD, Pro is 18 USD with unlimited links, password protection and expiry, and Team is 48 USD with unlimited users across 50 domains, mobile deep links and a 99.9% SLA. Enterprise at 148 USD brings SSO, multiple teams and S3 export (accessed 2026-10-01 at short.io/pricing).

5. Bitly - Best for Brand Recognition and QR at Scale

Bitly is the name your legal team has already heard of. Plans run Free (5 links, 2 QR codes), Core at 10 USD a month billed annually (100 links), Growth at 29 USD (500 links, a custom domain included, 4 months of data) and Premium at 199 USD (3,000 links, 200 QR codes, one year of data, city-level analytics). SSO and webhooks live in Enterprise (accessed 2026-10-01 at bitly.com/pages/pricing).

6. Replug - Best for Retargeting and Agency Workspaces

Replug is the odd one out: it's link management built around retargeting. Every paid plan carries pixel injection, and the plans are sized in workspaces. Free gives 100 short links, 2 bio links, 1,000 clicks a month and 3 domains. Scale (39 USD monthly, 23 annually) offers unlimited links, 3 workspaces and 3 users; Agency (99 USD monthly, 79 annually) gives 10 workspaces, 10 users and 250,000 clicks (accessed 2026-10-01 at replug.io/pricing).

The pricing page lists API access under Enterprise, so confirm it before building automation on Replug.

7. Cutt.ly - Best Low-Cost Entry With Editable Redirects

Cutt.ly is the budget option with a long feature list. Free is 30 links a month with one branded domain and 30 days of analytics. Single at 25 USD a month has 5,000 links, 365 days of analytics, password-protected links, expiry and A/B rotation; the 99 USD Team plan brings 3 teams with 5 members, campaigns and deep links (accessed 2026-10-01 at cutt.ly/pricing). Editable redirection starts at the 12 USD Starter tier, though only on the same domain.

Who Didn't Make the List

Three names come up in other roundups. Bl.ink redirects to Loftware's Connected Packaging page today (accessed 2026-10-01), so it's no longer a standalone link tool. TinyURL's pricing page didn't render usable plan data for me, so I won't rank what I can't verify. T.LY blocked my fetch of its pricing page; I'd rather leave it out than guess. Match the tool to the team. EU residency with governance in one plan: Elido. API, open source, partner programs: Dub. Many brands and domains: Rebrandly. The cheapest shared seat: Short.io. QR and brand recognition: Bitly. Retargeting and client workspaces: Replug. A cheap solo setup: Cutt.ly.

Before you migrate anything, export your links and check the new tool preserves slugs, since breaking a printed short URL is the one mistake you can't undo. Then run a week of real traffic through a staging domain and compare its analytics with your old numbers.

Whichever you shortlist, test the thing a pricing page can't show you: have a teammate with the lowest role try to edit a link they shouldn't, then repoint a live link and watch whether the redirect honours the change. Redirect semantics matter here, since a temporary redirect and a permanent one behave differently in browsers and caches (RFC 9110, section 15.4).
